New rules were issued out this weekend by California parole officials increasing the monitoring of sex offenders. With criticism of high-profile lapses by the department, the thousands of sex offenders that are already required to wear global positioning system tracking devices will now be watched much closely.
Parole agents will track down the state's low-level sex offenders through the use of ankle monitors at least four days a month. Additionally, high-risk sex offenders will be visited by a parole officer at their homes twice a month.
"We've never claimed that GPS monitoring is a cure-all -- it can't prevent a crime from happening or tell us what a parolee is doing, " states Gordon Hinkle, press secretary for the state Department of Corrections and Rehabilitation. "But it can tell us where they are."
The new policies also require agents to investigate, as well as document, every time a device is either detected in a prohibited zone or unable to acquire a stable signal. In addition, parole agents must contact the local law enforcement when an offender is released from their parole.
