The Senate voted on Monday morning to end the debate on the health care reform bill.
The vote came at 1 a.m. and passed along party lines, 60 to 40.
The move will keep the Senate Democrats' plan to pass the bill on Christmas Eve. If the $871 billion bill passes the Senate, it will have to be merged with the $1 trillion plan passed by the House of Representatives in November.
The late-hour vote is the first of three this week that requires a partisan backing to break a Republican filibuster. The final passing will require only the bare minimum.
Democrats claimed victory when the vote was passed. Republicans criticized the majority for holding the vote in the middle of the night.
Senate Minority Leader Mitch McConnell (R-Ky.) told CNN: "Make no mistake: If the people who wrote this bill were proud of it, they wouldn't be forcing this vote in the dead of night."
