After an intense week of negotiations, officials at a U.N. conference in Barcelona announced that a major environmental treaty will likely be delayed. According to world leaders the delay may last for a year.
The treaty in question deals with a global attempt to face the threat of global warming, and an increase in natural disasters it will bring. Although a Copenhagen decision next month may result in a new deal, any new treaty signed will not be legally binding.
"What we hear is that the kind of legally binding agreement that we, for instance, did inside the European Union, will probably not be possible since some of the countries like the United States say we do not have the support in our congress to make a ratification on an international agreement," Fredrik Reinfeldt, Sweden's prime minister, told journalists.
Climate negotiators need to be somewhat flexible on emerging nations in light of binding level of pollution cut : a little lower but binding level would be practicable.
